The background of the school is presented, followed by discussion on basic curriculum principles, biblical considerations and cultural factors applicable to theological education in Melanesia. It focuses on Mennonite work and problems faced regarding a lack of leaders, of growth, and of goals.  Case studies and questionnaires are used. In 1980, theological education by extension (geographical extension by a recognized institution) for both laypersons and leaders was proposed as a feasible solution.  In 1990, the basic situation having changed little, TEE is still seen as valid. But several other options exist, such as Mennonites in Japan starting their own program, or getting courses and faculty into key schools. This project demonstrates that it is possible to facilitate the process and establish a mission policy.  The mission policy produced in this process is written not by academically prepared missiologists, but a local congregation and its leadership. The board of elders and the mission policy task force evaluated the entire process and the results of these surveys are reported. Eleven such views are identified and evaluated.  These eleven views were then submitted in survey form to selected leaders within the above-mentioned denomination in order to determine the boundaries within its leadership structure for acceptable beliefs on this topic.
