A biblical and theological framework is constructed.  A review of stewardship literature notes the pledge and free-will methods utilized by different churches.  Insights applicable to the church setting are also gleaned from fund-raising literature. Based upon methods used for policy formulation researched from business and educational management, a detailed process is given to guide in the development and use of policy statements in church management.  Drawing upon this process, and experience in other congregationally-governed churches, policy statements were formulated, acted upon and compiled into a 'Church Policy Manual'.  This manual is used as ready reference for the church leadership. The first section is biblical theology, a survey of leadership models in the Scripture, with a view to discerning the ways God has used men and women in the biblical history to give leadership to his people.  Implications for the role of the pastor are drawn from these, with the Old Testament 'man of God' and Jesus' 'servant' and 'shepherd' models emerging as formative. A ten part sermon series was developed and delivered on the following disciplines: inner life, prayer, confession, reading and journaling, Bible study, meditation, devotional life, fasting, personal worship, and ministry. Sermons were reinforced through distribution of outlines and worksheets as well as through the encouragement of additional reading. Comparison of before and after surveys revealed substantial improvement in the practice of the disciplines. The project researched and used intentional interim and conflict resolution methods.  It included interviews with most members of the congregation, seminar training, and a weekend planning retreat.  Issues of change and power were encountered.  Research focused on conflict resolution sytles in the biblical narrative.  The project was written in modified case study format. The author examines the task of application from a historical, theological, and theoretical standpoint.  The focus of the study is twenty-four pastors from the Evangelical Free Church of America.  The author uses a content analysis approach to study the unique methods of application used by John Broadus, G Campbell Morgan, D Martyn Lloyd-Jones, and Charles Swindoll. Twelve methods of application are isolated from these four homileticians to develop a Methods of Application Self-Reporting Inventory. Findings include information on who these people are, how they viewed their pastoral work while in it, the pressures and processes of leaving it, and how they experience life with the pastorate in their past and a new career before them.  The survey shows that, according to overall mean and rank, the primary stress in ministry and, according to higher values only, the major reason for the respondents leaving the pastorate is church conflict. The ex-pastor experienced role conflict and, while his exodus was multi-determined, he sought for consistency between his individual values and his occupation.
