The action research method guided this intervention and engaged thirty-nine pastors and a group of laity in training, surveys, and interviews which examined this researcher's practice in the Capitol District. The group remained open to the guidance of the Holy Spirit, took an inventory, and sought to use their gifts in the community. The class completed an evaluation and the author developed a gifts guide. The leadership, guidance, and participation of people of color are needed to develop ministries to assist ex-offenders and their families in order to restore wholesomeness to our communities. The author utilized the pastoral ethnographic study as the method of research. The conclusions reached from this study reflect the astronomical injustices executed specifically in the African American communities. The school selected 10 boys that would benefit from a mentoring relationship and the church provided the mentors. One on one meetings, group sessions and field trips were used to teach character and leadership traits. A local church can be a catalyst for change by challenging its members to make room for the other, thereby experiencing growth and development as spiritual beings.  The thesis was developed in a project that included taped pre- and post- interviews with selected members of the congregation. Examination of historic materials, television broadcasts, web sites, books written by prominent figures in the movement, and interviews revealed that networks and collaborations of clergy reinforce an intricate system of mutual cooperation. Creative mastery of technology and public relations propel the perceptioin of a user-friendly church, a critical factor for success.
