Questionnaires werre used to solicit information helpful in constructing an educational instrument.  A preliminary teaching resource manual was produced based upon information from these questionnaires, wide reading in the areas of reconciliation, racism, and related topics, and other models of reconciliation education approaches in current use. This preliminary resource manual was subjected to a focus group of Nazarene leaders and others. Questions were grouped according to personal information (sex, age, marriage status, family, income, temperament), education information (schools attended and feelings about their value, along with suggestions of what was good and what needed improvement), and church information (about one's current ministry).  Two conclusions are that pastors want seminaries to continue to offer the classics (Bible, theology), but to add more practical training. In addition to a premeditation of the steps to be taken during the initial year of the church there is a chronicling of the implementation of this strategy integrated with a post-evaluation.  The available resources and the role of the sponsoring churches are discussed in the early chapters. Getting to know the target audience, allowing them exposure to the developing church, and effectively communicating the gospel are subsequent key areas covered.  Securing a response to Christ that grew out of understanding, and which took into account culturally appropriate patterns of decision-making was a major concern of the church planters. The proposed curriculum for the urban training school is designated to equip ministers and laymen for church planting in the inner-city. Course offerings include biblical and theological bases for effecting urban ministry.  Cultural and social perspectives that come into play in working the inner-city are included in the curriculum.
