Notable congregations almost without exception rank themselves higher in the ministry functions of the guidelines. The study concentrates on finding the basic needs of families by way of a community survey.  The findings of the survey resulted in the development of several possible responses a local church can make in meeting the needs of families. To reach out effectively it was discovered that people within the church needed to be equipped to do the work of ministry.
