This project report offers: a theological and developmental context for ministry with and by youth; a weekend training model for enabling peer ministry; short and long term evaluations of the model's effectiveness; and, finally, suggestions for expanding and improving the proffered model. The project focuses on the biblical concept of vision.  Jesus' vision of the Kingdom of God and his use of parables provide a model for visioning.  Significant changes in the larger environment affecting the community and the congregation's response to these movements are analyzed. The project focuses on congregational authority in terms of Scripture and leadership.  The project identifies congregational needs, strengths, limitations, challenges, possibilities, and signs of hope. Questionnaires describing situations which could occur at any church were sent to members of the congregation.  They were asked to rank up to three members with whom they would discuss the situation and to offer the reasons for their choices.  The results of the data collected show that there was an informal group of individuals who were perceived to be the decision makers.
