Translated into practical ecclesiology, responsibility for church became the prerogative of the baptized, not just the ordained.  This realization led to the development of a variety of collegial bodies in the 1970s.  The opportunities were endless as were the problems.  The author recognized the major source of the problem: the use of a secular model of decision making.
