The project completed a systematic community assessment using the primary technique of life history, complemented by participant observation, secondary analysis, and surveying. They provided data which proved this hypothesis: given the opportunity, ELC-PNG ministers and administrators can realistically reflect their socio-religious situations, accurately describe their needs in ministry and thereby develop continuing education programs to meet those needs. The criteria to measure this are theological soundness, liturgical consistency, and pastoral effectiveness.  This study includes an overview of cultural and church responses to divorce, a comparison of Catholic and Lutheran theologies of marriage, an exegesis of biblical divorce texts, a local study assessing participants' evaluation of a ritual experience, and a theological discussion applying a theologia crucis and the law and gospel paradigm to the issue. The author's inventory is administered to 141 persons in three Lutheran congregations. An experientially oriented four-session course was developed for 42 ninth-grade confirmands and their parents.  Five instructors were trained as small group leaders.  A pre-test and post-test was administered to the confirmands and parents, and a follow-up interview was conducted by the two pastors.
