Using resources modeled on palliative care, leaders assist congregants through the stages of merger or closure.  An educational course for leaders participating in the Lay Servant Ministry program of the United Methodist Church was created. The evidence of their obedience to this 'command' and the effects of their choice can be clearly seen in the New Testament church of the book of Acts. The author of this project has created a preaching/teaching response model based upon Acts 2:42 that has addresses the local church's declining health of 'making disciples.' However, after many distortions occurred which changed Luther's joyous privilege into a legalistic doctrine, it was eventually ignored. The author used Luther's concepts of the priesthood of all believers to attempt to revitalize the ministry of a downtown congregation.
