It is a very important question to Korean churches, because Korean churches have usually been led by a pastoral group. Another impact on the churches is servant leadership. Servant leadership is very close to the image of the pastor in Korean culture. The ministry paradigm is transferring from a vertical and hierarchical structure of ministry to a horizontal structure including the laity. Introductions to civil and secular law and United Methodist polity, doctrine and history show the systemic character of the issues.  A study of clergywomen in the United States unveils the dynamics of sexual harassment.  Vivid personal stories from women who experienced sexual harassment show that problems usually are left unattended by church leaders.  The secular law, women's studies, family systems theory, and leadership paradigms each offer challenges and opportunities. Measuring the right criterion, parishioners' satisfaction, can influence the quality of ministry pastors provide. This qualitative case study describes how chaplains and congregations understand ministry and uses the business model conjointly with the biblical theology to measure parishioners' satisfaction. As a pro-active observer, the researcher coordinated two annual conferences and seventeen discussion groups to identify the elements of ministry in a military chapel setting which best defines and encourages quality ministry in three army chapels. Measuring parishioners' satisfaction provided a more meaningful assessment of the community's spiritual fitness.
