The research in this project was conducted in conjunction with the United Methodist General Board of Discipleship.  It offers a brief historical look at lay ministry and addresses the need for involvement of the laity in the life of the church.  Particular attention was paid to the state of church membership of the Peninsula-Delaware Conference of the United Methodist Church. With effective leadership any human institution or organization can flourish and grow in the ways that organization deems important.  Without effective leadership, organizations falter and decline, failing to accomplish their expected or hoped-for outcomes.  This thesis will examine the leadership of the United Methodist Church from John Wesley and Francis Asbury to the present.  The church's leadership applied in the past and in the present will be compared with the literature and theory of leadership in both business and church genres to assess the current state of the church.  The conclusion will be a number of suggestions for ways to assure effective leadership in the church at all levels. But how does the church speak its beliefs to those who refer to listen?  In this paper, the author suggests the use of music, designs a worship service comprised completely of music teaching a theology of restorative justice, and studies the reaction of people who hear the music. The author has developed a model which uses core components of the Critical Incident Stress Management (CISM) combined with psalms and other faith-based resources to form a protocol for a faithful intervention in a crisis situation. The narrative case study reflects on the process of gathering a team of artists around a single vision and practicing dialogue through collaborative worship planning. The researcher designed a spiritual gift workshop that included an evaluation process to test his thesis.  The evaluation process included results of two surveys and several measurement tools.
