The author researched biblical models of leadership transition and interviewed clergy for their input in creating this tool. A draft of this transition tool was used by two congregations during their respective transitions in clergy leadership. The author contends that Paul's collaborative style can be a positive factor in promoting church revitalization.  A declining-membership suburban mainline-denomination congregation served as a case study for collaborative leadership in ministry.  The author, who was the pastor, served as a role model of a collaborative leader for co-workers who were in key lay leadership positions. Drawing on the theology of ordination in the Wesleyan and United Methodist traditions, the project engaged a small cohort group of ordained elders in the California-Pacific Annual Conference in a year-long conversation on the spiritual, theological and practical issues of leading the United Methodist Church in this period of transition.
