It provides the community with a practical discipline for loving one's neighbor by speaking the truth in love. This paper examines the creation and implementation of a behavioral covenant in a declining sixty-year old congregation in the grip of covert and overt bullying. During the four year span studied, 2008-2012, the implementation of the covenant created major impacts, crises, and changes for the pastor, lay-leadership, and congregation. Within the context of the congregation this writer serves, he sought to structure a conversation among young adults currently active within the church and those without through surveys and interviews. The author explored the implications of missional ecclesiology for leadership and the connection between leadership and imagination.  The author formed and led a six-month group for lay leadership development in which participants considered claims of missional ecclesiology vis-a-vis the congregation's context. The author created a formal clergy mentoring program consisting of eleven dyads. He recruited the participants, commenced program training, and conducted feedback using written forms and interviews. The clergy mentoring program sufficiently demonstrated the value of clergy mentoring. Eight of the eleven mentoring relationships successfully brought about fruit within the mentees and their ministry settings. The research can be concluded in the discovery of bad spiritual confidence among the members and the lack of spiritual pathways to maturity. My thesis is founded in the needing for a new role of pastoral leadership for this church. Interviews have been done in nine congregations. The conclusion from the research is the pastor's role is to be a Servant Leader who helps others become healthier, wiser, freer, more autonomous.
