Beginning with members of already-existing ministry groups, this project formed a 'Discipleship Group' for prayer, intentional reflection on personal practices of faith, and mutual accountability. Awareness for the need for such a ministry arose when the author discovered how few shelters accept homeless families. It occurred to the author that the church has an obligation to keep these families intact, especially during the trying ordeal of a homeless crisis. Ethnographic and pro-active research methods were employed in a effort to bring together a healthy mix of objective and subjective information. The research was offered in the form of a project paper to a control group consisting of laypersons in the congregation. At the close of the session, a forced option questionnaire was distributed to determine feasibility. Twenty of the twenty-one participants believed, based upon the information gathered, that the ministry was feasible. The multi-faceted responsibility of pastoring a local church makes the practice very difficult. A study of the development of pastoral care in scripture and history led the author to define pastoral care as leading people into holy living through their faith in Christ within the context of the local congregation provided a foundation for developing praxis for the responsibility. The mutual ministry of the people provides care that has been the objective of pastoral visitation. Since sanctification is a continuing process of change involving both the individual and the society, peacemaking provides the substance and direction of this process of change. In a context of war/conflict, such as what is currently obtaining in the Philippines, peacemaking is the way to proclaim the Good News and to witness to Gods redeeming love. It is the contention of the author, however, that the local churches are neither oriented nor equipped to participate in peacemaking. It is therefore important that strong formational programs have to be launched towards this purpose, targeting pastors, lay preachers, Sunday School teachers and leaders of lay organizations. This model has been developed so it can be implemented in settings where poverty is not apparent. This six-week series can be offered at a cluster or district level. The series gives individuals an opportunity to encounter the issues of poverty and to recognize every church's role in addressing these needs. Three non-denominational, multi-racial churches and one para-church ministry were identified as groups interested in receiving training for future church-based support programs for first time job seeker and the working poor. It was hoped that this project would stimulate ongoing relationships between church pastors, church leaders and congregational members, the working poor and first time job seekers.
