The method of research entailed demographic analyses, use of questionnaires, interviews, and analyses of historic documents. Two competing cultures are identified in this study. The monolithic culture is composed of historic residents, while the pluralistic culture pertains to those new in the community. Two outreach services have been developed to penetrate these cultures.
