This strategy planning model necessitated that strategic planning and community assessment tools be researched and shared with a group selected from the membership of Moselle Memorial Baptist Church.  The select group prepared a strategy template for the church which was presented to various groups within the church. The selected group received training materials as well as instruction on how to lead an EMPACT Bible study group.  The training materials were introduced in a workshop format.  The mode of instruction was determined by the results of the research. The selected group received biblical and program materials as well as  instruction and encouragement for enlisting others to participate in an intercessory prayer group.  They also modeled prayer group sessions, which they personally lead, following participation in the workshop.  The workshop format utilized eight hours of training including and introductory session, six training sessions, and a final session addressing administration and the enlistment of participants. The project director researched the subject matter and gathered the information needed to develop and train the participants in building a strategy.  He equipped the strategy building group to develop a strategy to reach unchurched young adults in South Tipton County.  The project director and the strategy building team presented the proposed strategy to the congregation. The project included enlisting twelve facilitators for the inactive member visitation team.  The training encompassed four sessions taught in a single day.  The workship lasted five hours and the training module and the facilitators' growth were evaluated. Several types of evaluation were used including: expert evaluation, survey, post test, and pastoral reflection.
