The strategy was designed by the project director after performing evaluations and surveys of the pastors, ministers of evangelism, ministers of education, and outreach directors.  The evaluations determined the level of evangelistic intentionality of the miniisterial staff and the church members. Demographies were overviewed to discover the people groups who reside in the communities surrounding the churches.  The responses from the evaluations and surveys were used by the director to determine the course of action needed by the churches to implement the NET.
