The second chapter focuses on Biblical and theological perspectives.  The issues of patriarchy, child care options for newborns, and the church's involvement are discussed.  The thesis: clergy have more flexible daytime schedules, making it possible for caring for their infants during the day.  The project details clergy experience and summarizes non-random purposive sampling of other clergy to determine their infant care solutions. In 1986 the school needed to be reorganized because it lacked clear goals and a well-defined action plan for accomplishing those goals.  Also, materials used were insufficient for training members.  The implementation of this project demands a sound theological foundation which included an adequate view of scripture, ministry, and the role of the local church as seen in the Assemblies of God.  The biblical and historical role of the laity is discussed in order to provide an adequate basis for implementing a school of lay ministry.
