A church in a transitional community may choose to relocate, insulate, or communicate. Attitude, knowledge, experience, and listening skills significantly determine effectiveness of cross-cultural ministry. Selected members developed an appropriate strategy, providing a model for other Anglo congregations in transitional neighborhoods.
