Legislation applying to Medicare-certified hospices required them to employ a 'pastoral or other counselor.'  This stipulation is often overlooked.  1987 research found that generally the social worker fulfills the counseling function.  A survey of Massachusetts Medicare-certified hospices conducted for this project found similarly.  The problem was investigated by the survey, literature review, interview with AAPC's Executive Director, and critique by peer pastoral counselors.
