It proposes a way of thinking about culture that is pertinent for the church and is intended to aid the development of culturally competent churches.  Much of the material derives from the writer's experience in bi-cultural, Tongan-palangi (non-Tongan) United Methodist churches in San Mateo County, California.  In addition to recounting that particular experience, the essay seeks to generalize from it as well.
