An institutional ethics committee is established to address this dilemma.  The project explores the development of the ethics committee over its two-year history including its organization, educational focus, case review and advocacy for public policy.  It applies the concepts of event thinking and the theologically qualified ecological ethic.  The ethics committee is an excellent forum in which to raise awareness of ethical issues and strategies.
