The author's thesis is that mishandling of the component parts of TEE leads to weakness and breakdown, whereas caring administrators lead successful programs.  Using 78 TEE programs from 22 countries in Africa as sources, the author describes how the extension model is working.  He compares and analyzes the programs according to aims, administration, component parts, problems, innovations, the program's own self-evaluation and external relations with the church.  As to methodology, the author employs the results of two questionnaires, personal interviews with administrators, tutors and students, and five case studies. Results indicate that 64 per cent of TEE administrators felt that the future prospects of extension are bright. Statistical data indicates that a modest but statistically significant correlation exists between tutor training and effective class interaction.
