The project contains a literature review of the biblical foundation for church membership and the historical development of church membership, followed by two case studies. Church membership in America is declining, and many church leaders wrestle with the place of membership within their own organizations. Many church leaders overlook the role that a membership process can have in the development of disciples. The case studies included in this paper are two examples of churches that seek to use their membership process to enhance discipleship. These churches have a robust process that clearly communicates the expectations of the church with systems in place for accountability and follow-up. While the traditional assimilation model only takes a person from evangelization to membership in the church, the full assimilation model takes a person all the way from evangelization to maturity in Christ. When all three of these components become daily repeated experiences the believers are assimilated. This project has four main components. First, a biblical study intended to determine the biblical assimilation principles that effectually work in believers' lives. Second, a literature study to discover the theological factors that affect the assimilation process of believers into the functioning body. Third, two case studies of American leading churches through survey questionnaires and onsite interviews and observation. Fourth, the results of the studies are the functional factors in formulating the assimilation principles for the Chinese Bible Church of Jakarta, Indonesia. From the assimilation and church growth literature review and the biblical study ten significant assimilation principles were selected for this study. Each principle was present in the first century church (Acts 2:42-47) and in the life of Christ. Since the goal of evangelism is seen as making disciples, the strategy places heavy emphasis on assimilating new believers into the local church.  Ten New Testament principles of evangelism form the basis for evaluating the three case studies as well as providing the theological orientation for the strategy.  The three-step strategy takes a chronological approach to the task of local church evangelism.
