The biblical concept, based on the word, 'oikonomia,' traces God's plan of stewardship from creation to living-out Jesus' teachings. Historical and informational STVIM material was combined with the personal experience of the author in leading STVIM teams. The material was evaluated by 55 persons related to STVIM. The work was submitted to a panel of six judges from diverse backgrounds for evaluation. Difficulties in bridging intracultural and intergenerational gaps show the problems in attempting to establish a corporate identity and to define 'Black experience' for that corporate body. In recent years, there has been a greater emphasis on Hispanic ministries in this region which has resulted in the establishment of new local churches.  There are six congregations that serve Hispanic families.  A common problem affects the growth and development of these churches.  The Conference has not provided adequate training for the pastors and lay persons of the congregations.  In this study five of these churches engage in a six-session training project aimed at motivating the participants for local mission.  Every session begins with a keynote address followed by a question and answer period and three different discussion workshops.  Each workshop deals with a specific area of concern: missiology, Christian education, or Christian stewardship. The study provides a missiological framework based on biblical imperatives from the book of Acts.  It refers to socio-cultural realities as well as denominational factors in the life of these congregations. The study used interviews, questionnaires and personal information to identify these factors.  The role of the Conference, the clergy and the members of the cluster were important considerations.  The views of the representatives and the churches they were from also were considered. There were a variety of interlocking factors present. The theoretical framework investigates the biblical, historical, and theological science fields, documented by the library survey approach. The technical framework includes communication theory, fundamentals of effective letter-writing, precautions, and use of blessings in letters.  A practical guide (manual), including over 20 actual pastoral epistles, merges the perceptions from the theoretical and technical rationales.  Evaluations of the manual by a panel of United Methodist clergy are reported.
