Congregational projects and a questionnaire provide research resources. Seminary catalogues confirm this statement. In the author's experience the beginning of one's ministry at a church is a crucial time; hence leadership is extremely important.  According to LC-MS statistics (1977-1987) 17.2 percent of the Synod's parish clergy began a new ministry each year.  The author offers practical insights on congregations and leadership.
