Chaplains need to recognize that families are the most crisis-oriented institutions in our society. People are more likely to be experiencing problems and crises in their families than on city streets. The study examines the implications for the military environment of changing values and trends in the civilian community. The author examines the biblical and theological mandate for mission as this mandate applies to the Air Force chaplaincy.  He compares a variety of methodologies, including church growth materials.  The author concludes that the military chapel community is part of the body of Christ and has the obligation and opportunity to witness. With this thesis Ronald H Sunderland provides a simple format for equipping the laity for pastoral ministry.  This project evaluates and tests Sunderland's program in the setting of a US Army community chapel overseas.  A careful examination of the biblical basis for lay ministry is highlighted by literature in the field.  The transient military congregation and the specifics of how the Sunderland model is adopted to it are discussed. Implications for chaplain usage are considered through three questionnaires. This project uses the focused interview to identify transitional difficulties and the availability of assistance in these categories: theological, personal, economic, familial and relocation.  It draws conclusions, with correlative implications, from these interviews.  Southern Baptist ministers, generally, are not adversely affected by ministry in the military.  They usually return successfully to ministry within their denomination. The study featured a historical sketch, recent controversy, CC-CC views, various opportunities in ministry found in the army chaplaincy.  A conclusion was followed by an appendix which surveyed 1,000 Protestant army chaplains reference their attitude toward the army chaplaincy.  The survey indicated that chaplains minister to families almost as much as their civilian counterparts.
