This model is defined in his two books, To Dream Again and Keeping the Dream Alive.  Built upon the theme of the congregation as the people of God, a biblical/historical/theological rationale for church revitalization was established.  Four research instruments were developed and were administered to church members, community residents, and experimental and control groups.  The experimental group was instrumental in implementing this ministry project. Chapter one introduces the content and methodology of the project and defines the context of the church in which it was implemented.  Chapter two sets forth the biblical and theological basis of the project, focusing on two key passages concerning spiritual renewal: 2 Chronicles 7:11-14 and Isaiah 6:1-8.  Chapter two also examines scriptural and doctrinal perspectives on the Holy Spirit. Chapter three evaluates the lessons of past spiritual awakenings.  The chapter addresses the First and Second Great Awakenings and the Prayer Revival of 1857-1858.  Chapter four describes the project's methodology and implementation. A three-phased program, including a renewed prayer emphasis and a motivational sermon series, and culminating with a comprehensive program of outreach, was designed to achieve the desired attitudinal shift.  Biblical study indicated that God's focus has always been, and continues to be, outward.  God wants to use a chosen people to draw all people unto Himself.
