An examination of Paul's use of messengers and letters, along with a theology of initiative, proposes that pastoral contact is integral to ministry even when the contact established is imperfect.  Pre- to post-implementation changes were measured in perceptions of pastoral contact, convenience of communication, church and pastoral ministries, and worship attendance. The project involved a six-session, twelve-hour educational seminar.  The seminar investigated a clinical definition of religion, the relationship between religion and culture, and religion's relationship with Axis I and Axis II DSM-IIIR diagnoses. It concluded by addressing psychiatric assessment skills in the area of religion. Two specific methodologies were used for research.  The first was a questionnaire which was completed by members of the congregation. The study caused the church congregation to consider their biblical and theological mandates for mission. A base for ministry was developed from the biblical concept of servant and the employment of historical and theological research. Evaluation of the plan developed was performed through questionnaires.  The evaluation was that this program increased the frequency of deacon visitation and assisted the deacons in developing a positive understanding of their work.  However, the congregation identified little or no change. An emphasis on the inclusion of all believers as ministers was stressed in order to help the reader see the deaf as more than objects of ministry.  A result of this emphasis was the focus that considered deaf people as part of an ethnic cultural group. The literary research combined questionnaires and interviews with both hearing and deaf people. Two pilot churches were chosen to participate in the process to determine its feasibility.  The project was successful in terms of involvement of church members in ministry but was too long for an outside consultant. The factors of location, privacy, pastoral counselor, cost and referral are rated by their importance in the client's decision to seek counseling at this center.  The responses of church members, unchurched persons, church leaders and non-leaders are compared and contrasted.  Referral was the most important
