The author studied other other Asian sending agencies, especially the Domei mission (TEAM) in Japan.  A constitution and bylaws were written for the new Taiwanese sending agency, and compared with other Taiwanese agencies' organizational policies to ensure compatibility with Chinese thinking, methodology and culture. Each session hosted by the author and his wife in their home was conducted by following a study guide.  Each study guide listed the biblical references to be examined and studied in that particular session. Four questionnaires were responded to by 64 Zairian Mennonites and 10 Mennonite missionaries. Historical research was done at the Africa Inter-Mennonite Mission (AIMM) headquarters in Elkhart, Indiana.  Used also were interviews, missiological writings, biblical research, and the writer's missionary experience. This proposal recommends maintaining requirements which are directly scriptural, and moving present requirements which are mostly historical, social and cultural in origin to the category of special directions (admonitions not required for membership).  The methodological approach involved equipping the elders through training sessions. The description of said field test is the purpose of the dissertation.  The results of the tests showed that personal attention towards the trainees and behavioral objectives related task orientation of 'on-the-job' training were effective tools of church-planting motivation. The project begins with a brief history of Christianity and the missionary movement in Manipur, followed by a brief history of the area concerning the cultural, social, and religious movement in Manipur. Chapter 3 begins with the purposes, the objectives and programs.  The fourth chapter includes the theoretical background of a curriculum in general and is followed by the programs of NITS.  Chapter 6 includes the admissions and the academic information.  In chapter 7 the needs for the implementation of a seminary are stated. The project consists of four chapters and an expanded appendix which contains the CMI and pre- and post-assessment instruments used in the actual study.
