The author's thesis is that mishandling of the component parts of TEE leads to weakness and breakdown, whereas caring administrators lead successful programs.  Using 78 TEE programs from 22 countries in Africa as sources, the author describes how the extension model is working.  He compares and analyzes the programs according to aims, administration, component parts, problems, innovations, the program's own self-evaluation and external relations with the church.  As to methodology, the author employs the results of two questionnaires, personal interviews with administrators, tutors and students, and five case studies. Results indicate that 64 per cent of TEE administrators felt that the future prospects of extension are bright. Statistical data indicates that a modest but statistically significant correlation exists between tutor training and effective class interaction. It focuses on Mennonite work and problems faced regarding a lack of leaders, of growth, and of goals.  Case studies and questionnaires are used. In 1980, theological education by extension (geographical extension by a recognized institution) for both laypersons and leaders was proposed as a feasible solution. There were four phases to the project.  Phase one consisted of researching three areas of theology to be taught: bibliology, theology proper, and Christology.  In phase two a non-technical textbook was written along with twenty-five lesson outlines.  A test group of ten people met for twenty-five teaching sessions using the written textbook to supplement the classroom lessons in phase three. The fourth phase consisted of testing and evaluating this approach of teaching theology.  A posttest score greater than a pretest score was viewed as an increase in cognitive knowledge.
