Working with clergy and churches in my region of South Los Angeles, the methodology included: congregational surveys, clergy interviews, sermon series, an online training course, and post-training follow-up. The hypothesis is that if persons could participate in a collaborative affordable housing pre-readiness program, eligibility for housing opportunities would improve and the church would become more effective in its mission to empower the community. A qualitative and quantitative research methodology was used with the congregation, community residents and community leaders to identify and measure barriers. The interviews, workshops, classes and forums addressed the issues that hindered eligibility with community agencies. A phenomenological framework informed by narrative inquiry methodology suggests that activism among African American females in an urban congregation is more likely to take place where the participants develop their capacity by first dealing with their own personal issues as a part of their civic skill development. A Qualitative Enhanced Ethnographic Research Design was used. The research found that a significant sense of empowerment developed among project participants. A Tabre Women's Association of 110 women was organized to sustain the Spiritual Formation Support Circle and Sustainable Small Scale Enterprise Project. Together these sources suggested a type of supervision which focused on administration of congregational life and program, pastoral care, social ministry, stewardship, enabling lay ministry, and which experienced the supervisory relationship as one of working together and planning jointly. The community development model was developed as a mechanism to address social and economic issues.
