Lay persons were enlisted to develop a thirteen-session course of study.  For several months they studied covenant in the Hebrew and Christian scriptures before designing the curriculum.  Upon completion of the work, the course was taught with both the author and lay designers participating. The model was successfully tested in three churches of varying size within the Lexington District, Western North Carolina Conference, United Methodist Church. The project sought to motivate present church members to be intentional about including new members.  The Sunday worshipping congregation was included through presentation of related topics. Membership classes addressed strengths and differences between people of urban and rural backgrounds.  The church programming board created assisting strategies to integrate new members.  The report outlines biblical and theological bases for integrating newcomers, with sermon and class content suggestions. Through the preaching of the Word and the celebration of the Eucharist in the district meetings of the clergy and the laity, the district superintendent becomes more than a manager of order. When implemented in the two districts, the data received in the evaluative process indicates that the district superintendent may be perceived as a spiritual leader of the district. This methodology was entered into after all other possibilities were deemed unsuitable.  It is a pattern of using a regular rotation of lay speakers and has lasted for four years. This document is part of a larger design in which it is demonstrated that the district superintendent is the bonding agent of denominational renewal and vitalization.  This model designed a three-year process whereby the District Council on Ministries and local congregation on the Frederick District were assisted by the superintendent in developing a mission statement. Results show that the District Council on Ministries and thirty-eight churches developed mission statements. The model was developed by a twelve-person task force from within the existing congregation using The Phone's For You as the starting point.  Effective marketing and group dynamics within the existing congregation were key concerns.  The task force participants grew in their understanding and practice of church growth and evangelism. When implemented, 170 people attended the first service. Two panels - local leaders and leaders with denomination-wide responsibilities - suggested and responded to 67 societal and 72 denominational scenarios about future situations in the denomination.  The report identifies and analyzes the panel response to the 'top ten' societal and denominational issues and discusses the role of the General Council on Ministries in addressing the issues in the future.  A theological rationale for futuring and proposed model of issues management for the denomination are
