The participants in the research were elders in congregations of the Reformed Church in America where the pastor had served at least ten years.  A questionnaire allowed those elders to rank eight areas of ministry and to give an indication of the health of the pastoral relationship. A 447 page manual approaches the Bible inductively to discover patterns for a biblically consistent theology of leadership structure.  Christ is the head to whom each member is accountable.  Members are to recognize biblically qualified men raised up by God to be elders and deacons.  Elders remain as long as qualified, while deacons remain if qualified and needed. Generally speaking, the traditional approach has been for churches to form a nominating committee.  The committee then picks the best available men in the church, the congregation or Board of Elders then votes on and appoints these men to the Board.  The problem with this approach is that it does nothing to prepare men for the most important position that a human being can hold: an elder or overseer of the church of God. This, from a practical standpoint, must involve training and discipleship.
