The goals of the study are to demonstrate the magnitude of the problem and describe the different ways the clergy minister to unchurched parents.  Fifteen parish clergy in the Archdiocese of Baltimore were interviewed.  The history of infant baptism along with current canon law is examined to put the unchurched parent problem in context. After an examination and evaluation of John Westerhoff and James Fowler's work in faith development, interviews were undertaken with adults, young children, and clergypersons. Parents and all members of the faith community are vital in young children's faith development processes.  The faith community must be intentional in providing programs equipping and supporting the above in environments where young children can experience and hear about the faith.
