The researcher examined the biblical teaching of key passages on tithing, analyzing them through historical development of the scriptures. The researcher also assessed existing views on tithing by various scholars. The study used a pro-active research method. Questionnaires, interviews, and church records were the research instruments. Selected members of the author's congregation were studies, using both questionnaires and personal interviews, in order to discern their attitudes and the sources of those feelings.  Findings indicate that most of these persons do not share some of the negative attitudes reported in the literature. The goal of the project is to provide pastors with a tithing seminar experience.  Data, collected from 71 pastors through a survey questionnaire, was analyzed and a seminar developed to stimulate an interest in tithing.  A four-week tithing program was implemented in a test local church by a pastor who attended a tithing seminar.  The pastors were equipped to assist believers and exposed to resources to help them lead to a tithing emphasis. The project is limited to funding the local church, while recognizing that stewardship includes the totality of life in response to God as Creator and Redeemer. The study includes an overview of the history of church funding, an analysis of current funding programs, and a comparative inquiry of local churches, ministers and funding practices in the North Texas Annual Conference of The United Methodist Church.  This study indicates that within the limits of a given local church situation, those churches most successful in funding include funding within a larger theological understanding of stewardship and
