This project determined the most significant issues that pastors and families of forced exits need to address after they leave their church and during the time of transition. This project used interviews and questionnaires of leaders of ministries who work regularly with pastors of forced exits. Ten issues were identified as being the most important issues for pastors of forced exits to address. It relates its findings to a church which exists in an individualistic society, but which is committed ethically to becoming more community oriented.  The project describes five phases of development: 1) the establishment of a congregational unemployment task force; 2) the involvement of the Butler Unemployment Task Force (BUTF); 3) the incorporation of human resource agencies; 4) action taken by the BUTF on behalf of unemployed and underemployed; 5) the incorporation of the wider church. The causes are systemic in nature; there is little that the victim can do. Both private enterprise and government must play a role.
