Finally, a key finding was the need for close, conscious relationship with the Holy Spirit. Because of the tension that exists between religion and government preachers find it necessary to comment on political issues which affect their congregations. These issues can include things like the actions of a local school board, the enactment of federal laws, and world and international events. This thesis realizes that ministers have great latitude in deciding upon the content of their sermons. Legislative and judicial prohibitions on sermon content are relatively minimal in the United States. However, to preach political sermons in a way that glorifies God and edifies the believer demands prayerful and thoughtful preparation. In order to gauge whether there has been such a drift, the author of this thesis has decided to use the local church context of Memphis, TN, as a litmus test for the Western church at large, and has invited a group of churches representative of the diverse church context in Memphis to participate. The conclusion of this thesis reveals that there has indeed been a drift among many churches in Memphis from the biblical standard of discipleship. The participants were eighteen parents and grandparents within New Community Church of St. Marys Ohio. Robert Coleman's eight principles in The Master Plan of Evangelism (selection, association, consecration, impartation, demonstration, delegation, supervision and reproduction) were the major focus of instruction and hands on week to week assignments. It was concluded that a values-based approach to planning made the most sense as it relates to fostering a balance to the typical top down approach present in most Pentecostal circles. This approach was appealing because it allowed everyone to contribute to the planning process, leading to a shared vision. The values-based approach was subjected to a series of tests: theological and experiential. The theological revolved around an analysis of biblical themes of planning and their impact upon a values-based approach. The experiential consisted of an interview process of data collection which led to the discovery of personal and corporate values within BCOG. The author considers the question: Is the Western understanding of spiritual formation appropriate to the majority world? Three cultural differences are compared: individualism/communalism, time/events and literate/sensate learning styles. It asserts that a continuing education program is a lever that can promote not only development and well-being but also spiritual maturity. The fast-growing church and a low level of education are realities the churches in Africa are facing. Many local church leaders lack sufficient training to care well for their flocks. This problem is exacerbated by multiple challenges the country faces. In addition to a lack of development and education, there is pressure to have a large number of congregants but no effort to build qualitative spiritual formation. Continuing education aims to change lives by equipping the local church leaders with knowledge and leadership tools that help them to promote change in attitude and behaviors. The training program set to reach the goal of maturity is presented.
