Despite being in the middle of a college campus for over one hundred years, there is no organized ministry between Banner Elk Presbyterian Church and the students of Lees-McRae College.  Through a survey and conversations with students regarding their spiritual needs, Banner Elk Presbyterian Church set out to redefine its presence on the campus Lees-McRae College. The select group prepared a strategy template for the church which was presented to various groups within the church. The demographics within the province of Santiago Rodriguez and the Dominican Republic were explored along with current strategies for evangelism and church planting.  A strategy was developed to facilitate a church planting movement among the various population segments of Santiago Rodriguez. The anticipated result was to be an effective process and the curricula to better enable the volunteers to serve with some basic skills as chaplains throughout Georgia in numerous areas. A number of personal interviews were conducted with people in the church who had been hospitalized or bereaved in the last year.  Each was asked how many church people other than pastoral staff or their own family visited them during their difficult time.  A Sunday school class was then offered to train laypeople in such visitation skills, accounting for a variety of situations. The strategy included a variety of disciplines that were germane to current ministry as a church planter.  The first step was to explore models and study pertinent demographic data describing the Extremaduran people group.  Then the project director developed a strategy for making disciples among the Extremaduran people group and presented it to key leaders.  Throughout the process, goals were evaluated according to specific standards that will maintain both quality assurance and product assessment. This project focuses on the ministry of the deacon in the MCCA.  It uses the deacons in the Jamaica district as a sample of what exists in the ministry. This paper identifies Religious Ethical Mediation, developed by Marcia Y. Riggs, as a way of recognizing and accepting the differences in the ministry of the deacon and the presbyter.
