The local church in particular has experienced an aging congregation which of necessity demands restructuring in programs.  The author, himself a senior, has researched statistics, church policies, and interviewed church leaders that have prepared for the change. The model was derived from biblical investigation and case studies of large, multi-staff, elder-led churches.  The scriptural findings and case research were applied to create a relevant, practical, visual model of shepherding leadership for use in elder-led churches. The case-study mode is used to examine typical internal church dispuites brought to court attention; seminars and questionnaires were conducted to ascertain pastors' level of legal acumen relevant to church operations. Assessing the needs of children and adolescents has been a largely neglected area.  A Delphi panel developed elements to be included in a tool to screen 10-18 year olds' spiritual needs and resources.  A group of children and adolescents served as a case study of the tool's use.
