Criteria for evaluation are that training be biblically based, theologically sound, theoretically coherent, culturally relevant and practically applicable. Biblical-theological research and evaluation methodology guided this study. Documents and surveys supplied data to assess the context of Baptist Bible College. Interviews of mission agency staff clarified expectations for applicants. Literature from relevant disciplines provided theoretical input. A survey of missionaries and pastors informed cultural and practical issues, validated a missionary competency profile and confirmed limitations of the classroom. The object of the project was to meet the course objectives being achieved in face-to-face instruction. The course was taught in the fall of 2001. Student achievement of the objectives was measured through course assignments, as well as a pre- and post-test of student confidence and competence for youth ministry. Students in the online version of the course achieved the course objectives but exhibited a higher non-completion rate.
