Part one develops a theology of lay ministry based on the premise that a Christian is a minister by virtue of his or her baptismal promises and that lay ministry is the living out of those promises. The project develops and tests a program and recommends it to the organization.  The thesis is that this program, which identifies and measures sixty-three components of a successful telephone counseling ministry, is essential to the creation of a recognized national network of teleministry centers.  A second goal is to provide a theological rationale for the commitment Contact has made to understanding its services as 'Christian ministry'.
