A qualitative approach was taken that used case study and grounded theory methods. The case study approach was followed through interviews and site visits. The process of the study included interviews with denominational executives, a study of 2 Timothy 3 and 4, and two surveys of the effectiveness of the pastors in the Pacific Conference of the Evangelical Church. A general prescription for improving preaching effectiveness and personal prescriptions for improving preaching effectivness were given between the two surveys. Thus two hypotheses were studied using the case study method in two 'vision achieving' churches: (1) There is an association between those hiring decision-makers in the local church who pray and the church actually fulfilling its vision; and (2) There is an association between those hiring decision-makers in the local church who use best business hiring practices and a church actually fulfilling its vision. This project began as an attempt by the author, a middle judicatory executive in the United Church of Christ, to implement a process of ministry review in a number of congregations. It included an ecclesiological study and a review of current sociological research on the office of the pastor and the role of middle judicatories in the UCC. Pastors were encouraged to maintain this perspective by developing a strategy for regularly embracing this new viewpoint in their lives. The pastors participated in three two-hour workshops, and one five-hour retreat. Through questionnaires, evaluation surveys, and discussions, the project leader was able to assess the overall effectiveness of the project.
