Along with the literature search, a questionnaire was distributed to all congregations within the presbytery and six case studies were conducted.  The author also investigates the relevance of the Church Growth and Small Church Movements for the Australian Church.  The major external influences focus upon the process of secularization and the cyclical movement of the growth and decline of churches within Sydney associated with the predominance of the middle class. A randomly selected list of 200 ministerial families was devised for the mailing of the questionnaire, using the listing in the Yearbook of the Church of God...1979. Forty ministers and forty three ministers' wives completed the survey questionnaire. Research included interviews with consultants, an analysis of courses from other seminaries, and a questionnaire submitted to pastors, leaders of local church missionary fellowships, and missionaries.  The curriculum contains objectives, a syllabus, and thirty lesson outlines which make extensive use of adult education techniques.  Two pastors, two missions professors, and two mission executives evaluated the curriculum. For these gifts to be effectively utilized in service, the church itself must be structured for employing the spiritual gifts of members.  I drafted a theology of spiritual gifts and a philosophy of ministry regarding spiritual gifts.  I guided the church leadership in drafting an official church position regarding the operation of spiritual gifts within the congregation.  In addition, job descriptions were drafted.  A series of sermons was designed to assist the church in understanding spiritual gifts and discovering gifts each possessed. Research was done in an attempt to answer this question.  The proper church officials and the church's ministry are identified in twelve church groups. Interviews and questionnaires from a sample group of region personnel, plus comparisons of region emphases and actual church programs provided the substance of the research.
