The program presented the biblical basis for authority and the role of leadership in the local church.  Although secular leadership material along with material written for spiritual growth was utilized, the Bible was the primary source for discussion.  The program gave the participants a broad view of church governmental systems, pastoral authority, and biblical leadership principles.  The program also assisted each participant in developing a leadership strategy for his or her ministry.  The program was taught in five sessions. The project director discovered several biblical financial planning concerns of churches through a survey. The survey data and curriculum development course taken helped guide the project director to develop teaching materials that equipped the select group of Georgia Baptists.  The equipping process included teaching biblical financial planning solutions to volunteer financial consultants in a two-day equipping retreat. Chapter 1 states the rationale for strategizing. Chapter 2 presents biblical and theological foundations for strategizing by churches. Chapter 3 posits theoretical foundations of strategic planning for churches today by presenting and critiquing eight current models. Chapter 4 articulates the four-step Eureka Paradigm for strategizing by churches. The four steps are retrospection, introspection, prospection, and direction. Chapter 5 addresses the possible reasons for the lack of acceptance of the Eureka Paradigm. The thesis of this paper is twofold: 1) that a trained and working pastoral relations committee in a congregationally governed local church can be effective in resolving conflict between a congregation and pastor; 2) that judicatory personnel can be third-party consultants who train and work with the pastoral relations committee in collaborative intervention. The study brings together the disciplines of theology, history and applied social sciences to analyze and propose appropriate interventions into conflict.  It recognizes the particular context of a Baptist congregation and the polity of its denomination. This project provided the justification for and the procedures by which the Shiloh Baptist Church, Chesterfield County, Virginia, created this system.  The result was the implementation of a manual of operations for the church and the development of a positive image for the congregation.  The project involved: search of written material; examination of the church's records; dialogue with faculty at Baptist seminaries; dialogue with area pastors; and the utilization of these resources in the creation of an administrative manual for the
