This goal was achieved by an extensive review of literature on the cultural-religious development of attitudes toward illness and death, Arab life, relevant Islamic theology and the nature and theology of pastoral care to non-Christian migrants.  The author spent a month in the Middle East interviewing Muslims and Christians involved with the dying and related areas. The guidelines were field tested with responses. The strategy's theological foundations are based upon certain insights from political theology.  An empirical survey provides the basis of its applicability to the Australian context.  The strategy combats the privatistic and sectarian tendencies within Australian church life and ministry by suggesting a reformist approach to ministry by which the critical and prophetic dimensions of ministry can be integrated into the total ministry of local congregations.
