The study includes the development of policy and guidelines for one congregation. The experience of the congregation needs to be informed by a theological understanding of the relationship of the church to culture and by an understanding of the biblical mandate to work for justice. By using a semantic differential technique, responses to both metaphorical and propositional language were measured. The function of metaphor is examined in regard to clarity, emotion, beauty, imagination, detail, meaning and appeal. Both the statistical significance and practical significance of this are discussed.  The relationship of analogous language to cerebral specialization and logical positivism is noted. Analysis is made of the biblical prescriptive qualities and the descriptive qualities proposed by the Readiness for Ministry (ATS) project.  A historical review of theological education in North America provides the background for determining the ingredients essential for contemporary theological training. The functional analysis deals with the hypothesis that there will be no difference between growing and non-growing evangelical free churches in the Twin Cities as it relates to the vital signs. Random sampling was done on both categories of churches.  The data was evaluated using analysis of variance and descriptive statistical analysis.
