Lack of foreign missionaries during much of this time left Estonian Methodism with a strong, indigenous leadership, but it has also inherited an indefinite ecclesiology and an incomplete understanding of the sacraments, which have issued in confusion of identity. In the second Quadrennium it received greater support from the Church.  Within the Southern New England Conference a strategy was put into place in 1983.  This project focuses on that strategy and raises questions about its relevance. To determine the impact of the strategy, visits are made to ethnic centers, a structured interview is held with Bishop George Bashore and questionnaires are sent to district superintendents, pastors and lay persons. Questionnaires describing situations which could occur at any church were sent to members of the congregation.  They were asked to rank up to three members with whom they would discuss the situation and to offer the reasons for their choices.  The results of the data collected show that there was an informal group of individuals who were perceived to be the decision makers.
