The researcher defines a properly functioning congregation as a thriving congregation, which meets its goals in various areas of its life.  Churches that fail to thrive need to look for the barriers that prevent them from accomplishing this goal.  This study is an effort to find the barriers in two churches in western Indiana by means of interviews, surveys, observation of groups within the churches, and from statistical records. Two paradigms were introduced to a Friends church.  Evaluation of whether the new paradigms created shifts in the congregations system in measured against the effectiveness of leadership. Personal interviews, congregation-wide surveys and personal journaling document that one introduced paradigm created a shift.  One did not. What is their community?  What is their church growth strategy?  Over eight meetings they developed a church growth strategy for their local church for 1999.  In 1999 their worship attendance declined.
