Why do some churches remain small despite the labor of many faithful ministers? Despite the establishment of megachurches, unless the small church can grow, the movement of evangelism will not be effective.  There must be some methods to develop the small church. This dissertation designed an questionary survey to five selected churches located in Midwest. Based on the analysis of the survey the development strategies were developed. These strategies were implemented in one of the selected five churches.
